The Public Defender of Rights performs preventive systematic visits to places/facilities where people restricted in their freedom are or may be confined.
These are:
- prison facilities, i.e. prisons, remand prisons, preventive detention
- police cells
- facilities for the exercise of institutional and protective education, i.e. children’s homes, reformatories, diagnostic institutions.
- facilities for the detention of foreigners
- asylum facilities
- social service facilities, i.e. particularly in-patient social service facilities
- medical facilities, i.e. particularly mental homes, hospices, institutes for long-term patients
- facilities for social and legal protection of children, i.e. facilities for children requiring immediate assistance
- public facilities for the survival of the population in crises
